From Trap Counts to Operational Priorities

A count is an observation about a device, not a verdict about a place. Prioritization depends on treating it that way.

Trap counts are the most familiar number in vector surveillance and the most frequently over-read. A high count invites the conclusion that a site is a problem; a low count invites the conclusion that it is not. Both readings skip the interpretive work that makes counts useful.

This article describes the sequence that turns a season of counts into a prioritized list, with attention to the specific places where the reasoning usually breaks.

A count measures a device, an interval, and a set of conditions

What a trap reports is the result of an interaction between placement, equipment condition, servicing interval, weather during that interval, and the surrounding habitat at that moment. Change any one of those and the number changes without the underlying situation changing at all.

The practical consequence is that a count only becomes evidence once you know the conditions it was produced under. Programs that record those conditions on the same form as the count can interpret the number later. Programs that do not are left guessing months afterward.

Normalize the interval before comparing anything

Servicing intervals drift in every real program. Crews are short-staffed, access is blocked, weather delays a route. A count collected over eleven days is not comparable to one collected over six, and treating both as a weekly figure produces a difference that looks like activity but is scheduling.

Convert to a per-day or per-interval basis and record the actual interval, not the intended one. This single correction removes a large share of the false signals in most historical datasets.

Use the site as its own control

The most reliable comparison available to a program is a location against its own history in a comparable period. Habitat, placement geometry, and access conditions are held roughly constant, which is precisely what cross-site comparison cannot do.

Build the reference from multiple prior seasons where available. A single prior year is a weak baseline because that year may itself have been unusual. Where only one season of history exists, say so in the output rather than presenting a comparison with unstated fragility.

Distinguish a change in level from a change in pattern

Two different things get called an increase. One is a higher magnitude at the same time of season. The other is a shift in timing, where activity appears earlier or persists later than the site’s pattern. These have different operational implications and different plausible causes.

A timing shift often points to habitat or hydrology change; a level shift more often reflects conditions or nearby source development. Reporting which one you observed gives the reviewer something to reason about instead of a bare direction.

Bring the inspection record alongside the count

Counts and inspections answer different questions and are frequently reviewed separately, which wastes both. An elevated count at a site where the last three inspections noted new standing water is a coherent picture. The same count with no supporting inspection observation is a prompt to go look, not a conclusion.

Pairing them also exposes coverage problems. A site with rising counts and no inspection in six weeks is a servicing gap, and that is often the more actionable finding.

Keep the priority list short and reasoned

The output should be a handful of locations, each with the specific observation that placed it there and the confidence you have in that observation. Fifteen items is already too many for a crew operating under seasonal pressure.

Where the evidence is thin, say so in the item itself. "Elevated relative to two-season baseline; only one comparable prior period available; no supporting inspection note" is honest and still actionable. A score with no stated basis is neither.

Record the disposition of every item

Each item on the list should end with a recorded outcome: acted on, reviewed and dismissed with a reason, or deferred. This is what allows next cycle’s review to start from a stronger position, and it is what allows the program to ask whether its prioritization is actually identifying the right places.

Without dispositions, a program repeats the same analysis indefinitely without ever learning whether it works.
